Three thousand years after the Mediterranean Tsunami, refugees from the Maghreb made rafts out of truck tires, then used them to float out over the sunken city of Atlantis in the hopes that they would be washed ashore in France. Or Spain. Or Italy. They were greeted by thugs who took it upon themselves to tear apart tent cities; they set fire to railroad ties to block trains, and beat the refugees as a message to those who would follow. Other refugees, of course, had no way of getting this message, and arrived the next day.
